Temporary Enrollment Moratoria for Durable Medical Equipment, Home Health Agency, and Hospice Providers (IB 26-13)

Louisiana Healthcare Connections is sharing Informational Bulletin 26-13: Temporary Enrollment Moratoria for Durable Medical Equipment, Home Health Agency, and Hospice Providers issued on September 3, 2026.
The Louisiana Department of Health (LDH) has implemented temporary enrollment moratoria for certain provider types outlined in this bulletin. These moratoria were approved by the Centers for Medicare & Medicaid Services (CMS) pursuant to 42 CFR § 455.470 and became effective June 18, 2026. The moratoria are being implemented in response to corresponding federal Medicare enrollment moratoria.
Effective Date
The enrollment moratoria are effective June 18, 2026, and will remain in effect for an initial period of six months through December 17, 2026.
LDH may request approval from CMS to extend the moratoria if continued program integrity concerns warrant additional action.
Provider Types Subject to the Moratoria
The moratoria apply to the following provider types:
- Durable medical equipment (DME) suppliers
- Home health agencies (HHA)
- Hospice providers
Enrollment Restrictions
Effective June 18, 2026, Louisiana Medicaid will deny:
- Initial enrollment applications submitted by affected provider types;
- Applications involving a change in majority ownership that requires a new Medicaid enrollment;
- Requests to establish additional practice locations, branch locations, or service sites requiring enrollment approval.
Managed care organizations (MCO) shall comply with these enrollment moratoria and shall not credential, contract with, or otherwise add to their provider networks any durable medical equipment supplier, home health agency, or hospice provider subject to the moratoria during the effective period of the moratoria.
Existing Providers
The moratoria do not affect providers that were actively enrolled in Louisiana Medicaid prior to June 18, 2026, or applications received prior to this date.
