2019-03: Act 582: Requirements for CPST or PSR Providers (Clarification)

The Louisiana Department of Health (LDH) has received notification from Centers for Medicare and Medicaid Services(CMS) of approval of Medicaid revisions made as a result of Act 582. As a reminder, this law affects behavioral health services providers (BHSP) who provide community psychiatric support and treatment (CPST) services or psychosocial rehabilitation (PSR) services to Medicaid recipients.

Act 582 includes requirements related to the following areas:

  • Preliminary accreditation
  • Staff qualifications
  • Provider agencies
  • Individual staff

A previous version of this notice incorrectly stated that all of these requirements are effective immediately, however certain requirements of ACT 582 have an effective date of 5/31/18 while others were in effect prior to being statutorily legislated. Requirements of ACT 582 that required CMS approval are effective immediately. Updates to the Medicaid Behavioral Health Services Provider Manual have been published to the www.lamedicaid.com website to align with Act 582 and with CMS approved effective dates.

Please refer to the Medicaid Behavioral Health Services Provider Manual and Informational Bulletin 18-14 for more information about the requirements and their effective dates. Providers are strongly encouraged to familiarize themselves with these new requirements.
